(a) The fee for the license required by § 860.02 shall be fifty dollars ($50.00) per license. However, the fee for the first license issued to any person at a time when the license has three months or less to run shall be twenty-five dollars ($25.00).
(b) Honorably discharged soldiers or sailors from service in the military or naval service of the United States shall pay the Director of Finance for such license a fee of twenty-five dollars ($25.00) and shall not be required to make any other or further payments.
