If, from information obtained in the application and from the inspection provided for in this chapter, the Director of Finance finds that the facts warrant the granting of a license, and if a satisfactory bond has been filed by the applicant, the Director shall issue a license to the applicant, which license shall be conditioned upon compliance by the holder thereof with all terms, conditions and requirements of the laws of the state, this chapter and other applicable city ordinances.
