An application for a license required by § 816.01 shall be made to the Director of Finance. The Director shall, upon payment of the required license fee issue to the applicant a license for a period of one year from the date thereof. The Director shall keep a register of the licenses issued showing to whom granted, when, for what purpose, for what length of time and the fee received therefor.
