A written application for a license to conduct a circus or menagerie shall be made. Such application shall set forth the location and kind of circus or menagerie proposed to be operated and the name and address of the owner of the circus or menagerie. The application shall be filed with the Director of Finance at least ten days prior to the proposed date of operation.
