(a) Any person charged with a violation of any of the provisions of this chapter may, in lieu of any other penalty, pay a fine of two dollars ($2.00) for each violation if such fine is paid within 24 hours of the time of the violation, or five dollars ($5.00) for each violation if such fine is paid after 24 hours but within seven days of the time of the violation.
(b) Such payment shall be deemed a plea of guilty, waiver of court appearance and acknowledgment of conviction of the alleged offense and may be accepted in full satisfaction of the prescribed penalty for such alleged violation.
(c) This waiver shall not be applicable to a person who, within the preceding 12 months, has been convicted of or pleaded guilty to five or more violations of this chapter, nor to any person who has failed to pay the prescribed fine within seven days of the violation.
