(a) Notwithstanding any other provision of this chapter, all metered parking shall be free during the 15 business days immediately preceding Christmas.
(b) Parking during such 15 days shall be limited to a maximum of three consecutive hours by any vehicle at any parking meter within a one block radius. No person shall park a vehicle for longer than three consecutive hours.
(c) Whoever violates division (b) hereof shall be fined five dollars ($5.00).
