The provisions of this chapter shall not apply to vehicles parked or standing upon the streets of the city in the congested traffic area from 9:00 p.m. until 9:00 a.m. of the following day on weekdays and between 9:00 p.m. on Saturday until 9:00 a.m. on the following Monday.
