No person shall park any vehicle in the congested traffic area between 4:30 a.m. and 6:30 a.m., except on Saturday, on the following named streets and days:
(a) On the west side of the following streets: Second Street and Third Street from Railroad Street to Washington Street and Fourth Street from Railroad Street to Vernon Street on Mondays, Wednesdays and Fridays of each week;
(b) On the east side of the following streets: Campbell Avenue from Center Street to Vernon Street, Second Street and Third Street from Railroad Street to Washington Street and Fourth Street from Railroad Street to Vernon Street on Tuesdays, Thursdays and Sundays of each week;
(c) On the north side of the following streets: Railroad Street from Fourth Street to Second Street, Center Street and Park Avenue from Fifth Street to Campbell Avenue, Vernon Street from Fourth Street to Campbell Avenue and Washington Street from Fourth Street to Second Street on Mondays, Wednesdays and Fridays of each week;
(d) On the south side of the following streets: Railroad Street from Fourth Street to Second Street, Center Street and Park Avenue from Fifth Street to Campbell Avenue, Vernon Street from Fourth Street to Campbell Avenue and Washington Street from Fourth Street to Second Street on Tuesdays, Thursdays and Sundays of each week.
