(a) (1) All full-time non-union employees shall be granted the following vacation leave with full pay each year based upon their length of city service as follows.

One year but less than six years | Two weeks |
Six years but less than 11 years | Three weeks |
Eleven years but less than 20 years | Four weeks |
Twenty years | Five weeks |
(2) Each full-time employee will also receive four personal days and his or her birthday with full pay each year.
(b) Employees who have been deprived of part or all their vacation by the city will be allowed to carry over these vacation days for a period of one year. All personal days must be used during the calendar year and no carry-over is permitted.
