§ 250.02 HOURS OF WORK.
   (a)   No employee of the city, except as provided in division (c) hereof and except for members and employees of the Police Department and Fire Department, employees in a supervisory capacity, watchmen and swimming pool or casual employees, shall be required to work in excess of 40 hours per week.
   (b)   Payment for hours worked in excess of 40 hours per week shall be made only upon certification by the department head.

   (c)   Division (a) hereof shall not be applicable if, in the opinion of supervisory personnel, an emergency condition or health hazard exists requiring immediate attention.
