(a) All previous agreements, contracts, ordinances or resolutions abrogating the city’s constitutional right to contract and participate in the fixing of utility rates are herewith rescinded and held for naught.
(b) All utility rate setting shall be done under the home rule provisions of the Ohio Constitution, permitting the city to contract directly with utility companies for the setting of utility rates.
