(a) The agenda of each and every meeting of the Council, including the text of each ordinance and resolution to be considered at such meeting, shall be posted publicly at the meeting site at least 24 hours prior to the meeting.
(b) In the event the posting at least 24 hours is not accomplished, as required by division (a), then Council shall not conduct a vote or a reading of that ordinance or resolution at that meeting for which no public posting was accomplished.
