(a) Except as provided in division (b) hereof, regular Council meetings shall be held on the second and fourth Thursdays of every month at 6:00 p.m. in Council Chambers in Memorial Hall.

(b) Council’s second meeting in November of all calendar years shall be held on the Monday preceding the fourth Thursday in November at the designated time of regular meetings.

(c) The second regular meeting of Council in the month of May each year shall be held at 6:00 p.m. on the Monday prior to Memorial Day.
