There shall be a Municipal Civil Service Commission composed of three members appointed by Council to serve three-year terms. Terms of said members shall be staggered so that no two members’ terms expire the same year. At the time of any appointment, not more than two commissioners shall be members of the same political party. Vacancies shall be filled in the same manner as the original appointments for the unexpired term.
The Municipal Civil Service Commission shall have those powers, duties and functions as provided in this Charter, the ordinances and resolutions of the City and the general laws of Ohio, to the extent such laws, ordinances and resolutions do not conflict with this Charter.
The civil service written examinations given before appointment or promotion shall be prepared, graded and the results certified by a qualified testing service. The Municipal Civil Service Commission may require supplemental information such as psychological examination, physical examination, physical agility test, before an appointment or promotion is made. No more than three persons shall be certified as eligible for a single appointment or promotion.
The civil service examination for Chief of the Ironton Police Department and Chief of the Ironton Fire Department shall be made by the Civil Service Commission by an examination consisting of thirty percent administrative, thirty percent budgetary, thirty percent department oriented, and ten percent personal interview evaluation, which may include any and all departmental evaluations and other matters.
