Council shall pass no ordinances expending funds unless certified by the Finance Director that such funds are available on a continuing basis. It shall be the mandatory duty of the Finance Director to certify the availability of funds. All expenditures enacted by Council shall be recommended either favorably or unfavorably by the standing Finance Committee of Council.
