2.07 Publication of Ordinances.
   All ordinances or resolutions shall be in effect thirty days from the date of passage unless declared an emergency necessary for the public peace or welfare of the City by a three-fourths vote of all members of Council, in which event said ordinance or resolution shall be in effect immediately upon passage. Ordinances shall, upon passage, be promptly published in complete or summary manner one time in the legal advertising section of one, and not more than two, newspapers of general circulation in the City of Ironton. No newspaper shall be paid a higher price for the publication of an ordinance than its maximum bona fide legal advertising rate.
