Whenever a vacancy occurs on Council, it shall be filled within thirty days by a majority vote of those Councilmen holding office. The person appointed shall serve the unexpired term of the seat vacated until the next general election, at which time the remainder of the unexpired term or a full term shall be voted upon by the citizens. In the event Council fails to fill the vacancy within thirty days, the Mayor shall immediately make the appointment for the same unexpired term or partial unexpired term.
