13-3-5: USE OF THE AIRPORT:
   A.   No person shall use the airport as a base or terminal for commercial aviation, except by a lease or agreement with the airport commission. For single commercial events, written application must be made and approval received from the airport commission or airport manager.
   B.   None of the operating standards contained herein are intended to prevent any person operating aircraft on the airport from performing any services, including but not limited to maintenance and repair, on the person's own aircraft nor for the purpose of excluding commercial competition.
   C.   Leases or agreements are required for, but not limited to, the following list of services:
      1.   Aircraft sales.
      2.   Airframe and/or power plant repair.
      3.   Aircraft rental.
      4.   Flight training.
      5.   Radio, instrument or propeller repair.
      6.   Air taxi, charter or casual passenger carrying for hire.
      7.   Aerial applicators. (1978 Code §4-37)
