No person shall operate any aircraft, service, maintain or repair an aircraft on the airport or conduct any airport operations on or from the airport except in conformity with the regulations of the code of federal regulations title 14, as amended. Said regulations are hereby adopted by reference and made a part of this title as fully as if set forth herein. Chapters 328 (aeronautics), 329 (airport zoning), 330 (airports) and 330A (aviation authorities), code of Iowa, all as amended, are hereby adopted by reference and made a part of this title.
