The company shall have the right to excavate in any city street, avenue or alley for the purpose of laying, relaying, repairing or extending gas pipes, mains, conduits, and other gas system components, provided the same shall be placed in accord with this franchise and any regulation the city may from time to time adopt or amend regarding the placement of facilities or structures of utilities, provided same is not in conflict with company's standards or state and federal regulation, and other right of way users' facilities or structures, in the right of way.
