A. Any party aggrieved by the decision of the director to grant or deny authorization under this chapter may appeal within ten (10) calendar days of the date of the decision by filing a written notice of appeal with the city manager.
B. The hearing shall be before the city manager, who may reverse, affirm or modify, in any regard, the determination of the director based upon the standards enumerated herein. The city manager's decision is the final decision of the city. (Ord. 04-4125, 5-4-2004)
