In any case where a provision of this title is found to be in conflict with a provision of any other ordinance or section of this code, the provision which establishes the more specific and/or the higher standards for the promotion and protection of the health and safety of the people shall prevail. Nothing in this title shall be construed to repeal additional remedies or rights of action arising from a violation of any ordinance or code section. (1978 Code §1-2; amd. 1994 Code)
