9-2-2: TRAFFIC CONTROL SIGNAL LEGEND:
Whenever traffic is controlled by traffic control signals exhibiting different colored lights or colored lighted arrows, whether successively one at a time or in combination, only the colors green, red and yellow shall be used, except for special pedestrian signals as defined in section 9-6-3 of this title. Such colored lights shall indicate and apply to drivers of vehicles and, where no other pedestrian signals are present, to pedestrians as follows: (Ord. 07-4266, 6-19-2007)
   A.   Green Indication:
      1.   Vehicular traffic facing a circular steady green illuminated signal may proceed straight through or turn right or left unless a sign at such place prohibits such turn. Vehicular traffic, including vehicles turning right or left, shall yield the right of way to other vehicles and pedestrians lawfully within the intersection or an adjacent crosswalk at the time such signal is displayed.
      2.   Vehicular traffic facing a steady green illuminated arrow signal, shown alone or in combination with another indication, may cautiously enter the intersection only to make the movement indicated by such arrow or such other movement as is permitted by other indications shown at the same time. Such vehicular traffic shall yield the right of way to pedestrians lawfully within an adjacent crosswalk and to other traffic lawfully using the intersection.
      3.   Unless otherwise directed by a pedestrian control signal, pedestrians facing any green signal, except when the sole green signal is a turn arrow, may proceed across the roadway within any marked or unmarked crosswalk.
   B.   Circular Yellow Or Yellow Arrow: When shown following the steady green signal or green arrow, vehicular traffic facing the signal shall stop before entering the nearest crosswalk at the intersection, but if such stop cannot be made in safety, a vehicle may be driven cautiously through the intersection. Pedestrians facing such signal are thereby advised that there is insufficient time to cross the roadway, and any pedestrian then starting to cross shall yield the right of way to all vehicles.
   C.   Circular Red:
      1.   Vehicular traffic facing a steady red signal alone shall stop at a clearly marked stop line, but if no stop line is present, said vehicle traffic shall stop before entering the crosswalk on the near side of the intersection or if none, then before entering the intersection and shall remain standing until an indication to proceed is shown. A right turn shall be permitted at an intersection by vehicular traffic which has come to a complete stop unless a sign is in place prohibiting such a turn. Any right turn made pursuant to this subsection shall be made in such a manner that it does not interfere with other vehicular or pedestrian traffic lawfully using the intersection.
      2.   Vehicular traffic on a one-way highway facing a steady red circular signal may, after making a stop pursuant to this subsection, cautiously enter the intersection and make a left turn onto an intersecting one-way highway on which traffic travels to the left unless a sign is in place prohibiting such turn. Any left turn made pursuant to this subsection shall be made in such a manner that it does not interfere with other vehicular or pedestrian traffic lawfully using the intersection.
      3.   No pedestrian facing a steady red circular signal shall enter the roadway unless the pedestrian can do so safely and without interfering with any vehicular traffic, but a vehicle turning right at such intersection shall yield the right of way to a pedestrian lawfully entering such intersection.
   D.   Red With Green Arrow: Vehicular traffic facing a steady red circular with green arrow signal may cautiously enter the intersection only to make the movement indicated by such arrow, but shall not interfere with other traffic or endanger pedestrians lawfully within a crosswalk. No pedestrian facing such signal shall enter the roadway unless the pedestrian can do so safely and without interfering with any vehicular traffic.
   E.   Flashing Signals: Whenever flashing red or yellow signals are used, they shall require obedience by vehicular traffic as follows:
      1.   Flashing Red (Stop Signal): When a red lens is illuminated by intermittent flashes, drivers of vehicles shall stop before entering the nearest crosswalk at an intersection or at a limit line when marked, and the right to proceed shall be subject to the rules applicable after making a stop at a stop sign.
      2.   Flashing Yellow (Caution Signal): When a yellow lens is illuminated with intermittent flashes, drivers of vehicles may proceed through the intersection or past such signals only with caution. (1978 Code §23-34; amd. 1994 Code)
