A. If there are more than two candidates for a council district seat, a primary election must be held for that seat with only the qualified electors of that council district eligible to vote. The names of the two candidates who receive the highest number of votes in the primary election are to be placed on the ballot for the regular city election as candidates for that council seat. B. If there are more than twice as many candidates as there are at large positions to be filled, there shall be a primary election held unless the council, by ordinance, chooses to have a run-off-election. (Ord. 85-3227, 3-12-1985)
