3-7-1: ESTABLISHED:
In accordance with Iowa code chapter 386 there is hereby established and created in the city of Iowa City, a self- supported municipal improvement district as defined in the act, the name of which shall be the "Iowa City downtown self-supported municipal improvement district" (herein the "district"), which district is also known as the Iowa City downtown district.
