A. License Required:
1. General: It shall be unlawful for the owner or operator of any motor vehicle, residing within the corporate limits of the village, to use or to cause or permit any of his or her agents or employees to use such motor vehicle along, upon and over the public roads, streets, or highway within the village unless the same is licensed as provided in this chapter.
2. Leased Vehicles: All vehicles for which a license is required by this chapter, not owned by persons residing in the village, but leased by a person residing in the village for a longer period of time than thirty (30) days, are hereby declared to be within and subject to the provisions of this chapter, if driven and operated over the public roads, streets, or highways of the village.
3. Exceptions: When a vehicle is validly registered in another Illinois municipality and has a current vehicle license from that municipality displayed on the vehicle, an Inverness vehicle license shall not be required. (Ord. 96-559, 2-13-1996, eff. 7-1-1996)
B. Fees And Late Charges:
1. For each license year beginning on each July 1, every owner or operator of any motor vehicle residing in the village who operates said motor vehicle on any public road, street or highway within the village shall, prior to July 1 of each such license year, secure the license provided for herein, and each said license shall thereafter be valid for the period from July 1 through the following June 30. The annual fee to be paid to the village collector for vehicle licenses shall be ten dollars ($10.00).
2. In the event a license applicant fails to pay said license fee on or before June 30 of each license year thereafter or on or before sixty (60) days after the purchase of a vehicle or on or before sixty (60) days after establishing a residence within the village, based upon the submission of reasonable evidence thereof to the village administrator, the applicant shall pay to the village collector, in addition to said license fee, a late charge of fifteen dollars ($15.00) at the time of obtaining said license.
