In addition to any other restriction now or hereafter imposed, it shall be unlawful to park any vehicle on any street, alley or public right-of-way within the Village, between the hours of one o'clock (1:00) A.M. and six o'clock (6:00) A.M. except upon approval of the Chief of Police. Whenever any vehicle shall have been parked in violation of this section the person in whose name such vehicle is registered shall be prima facie responsible for such violation and subject to the penalty therefor, provided, however, no person who is the lessor of a vehicle pursuant to a written lease agreement shall be liable for the violation of any ordinance prohibiting or restricting parking involving such vehicle during the period of the lease unless such lessor fails to provide the name, address, and driver's license number of the lessee within sixty (60) days of receipt by such lessor of a request by the Village for such information made within one hundred twenty (120) days after the violation occurred.
