It is the purpose of this chapter to protect the health, safety and welfare of the citizens of the village, to protect against fraudulent solicitation, to protect and promote the quiet enjoyment of property for the residents of the village, and to protect the First Amendment rights of solicitors, distributors, canvassers and peddlers operating within the village.
It is further declared to be the policy of the corporate authorities of the village, that the occupant or occupants of any premises in the village shall have the right to determine whether any solicitor, distributor, canvasser or peddler shall be, or shall not be, invited onto their respective premises, and those persons who violate the provisions of this chapter constitute a public and private nuisance, and a detriment to the health, safety and welfare of the residents of the village.
