A. The reasonable, safe and absolute maximum speed limit upon any road, street or highway within the village of Inverness subject to the jurisdiction of the village except those hereinafter specified is hereby established at thirty five (35) miles per hour. It shall be unlawful to drive any motor vehicle on any such road, street or highway within the village at a speed in excess of thirty five (35) miles per hour.
B. The reasonable and safe absolute maximum speed limits upon those roads, streets or highways within this village and subject to the jurisdiction of the village as hereinafter specified is hereby established as twenty five (25) miles per hour. It shall be unlawful to drive any motor vehicle on any of the following roads, streets or highways in the village at a speed in excess of twenty five (25) miles per hour:

Any speed limit established and posted by the applicable authority which differs from those limits herein set forth shall govern any road, street or highway within the Village which is under the jurisdiction of the Illinois Department of Transportation or for which a County Highway Commissioner has maintenance responsibility.
