A. It shall be unlawful for an animal owner, keeper or other person having control of any animal to permit such animal to defecate or deposit excreta upon any public property or upon any private premises not belonging to said owner without the consent of the owner of such property.
B. The owner, keeper or other person having control of any animal which defecates or deposits excreta upon any public property or upon any private premises not belonging to the owner or keeper of such animal shall immediately remove such excreta from any public property or private premises as aforesaid.
C. This Section shall not apply to a blind person while walking his or her guide dog. (Ord. 92-465, 10-13-92)
