Dogs may be quartered in enclosed pens or runs on the premises of their owners, provided however, that such runs or pens, whether permanently affixed to the ground or movable, may not be located, placed, or permitted to remain in the front or side yards of such premises but shall only be located or placed or permitted to remain in the rear yard thereof and then not less than fifty feet (50') from the rear lot line and not less than twenty five feet (25') from any side lot line of said lot, and shall not exceed four hundred (400) square feet in ground area; and, if constructed of wire, shall be chain link fencing and shall be screened from view of neighboring properties by shrubbery to the full height of the enclosure.
