The board of trustees shall, not less than annually, establish the salaries and wages for each police officer and other members of the village police department by resolution. The total salaries and wages shall not exceed the appropriation for such expenses authorized by the village's annual appropriation ordinance. In setting salaries and wages, the resolution may take into account the performance of the individual police officer or other member of the police department during the prior fiscal year.
