The Electrical Commission shall recommend safe and practical standards and specifications for the installation, alteration and use of electrical equipment in the Village and shall recommend reasonable rules and regulations governing the issuance of permits, and fees to be paid. However, such standards and specifications, rules and regulations, and fees shall not be effective until adopted as part of this Code.
