The purpose of this chapter is to protect, promote and preserve the public health, safety and general welfare by the establishment and enforcement of a minimum code of standards for design, alteration, construction, location, materials, operation and maintenance of private sewage disposal systems and for the transportation and disposal of wastes therefrom.
