9-1-5: NOISE POLLUTION:
   A.   The corporate authorities find that excessive noise endangers physical and emotional health and well being, offends the senses and reduces the quality of our environment.
   B.   Paragraph 1024 of the EPA is hereby adopted by reference as part of this chapter.
   C.   In addition to the foregoing, the following is adopted:
      1.   It shall be unlawful for any person to produce or allow to be produced, on any public or private premises any noise which disturbs the peace of the neighborhood or is reasonably disagreeable to any adjacent property owner or property owner in the vicinity of such premises.
      2.   No person shall maintain or operate or allow to be operated or maintained any loudspeaker or amplifier connected with any sound source or other device by which sounds are magnified which has as its primary function the broadcasting of sound over any public street or public place, without having first secured a permit therefor.
      3.   The fee for permits shall be as follows:
         a.   For the use or operation of any such equipment from a moving vehicle or fixed location, one hundred dollars ($100.00) for any day or part of any day. (1983 Code)
         b.   Any person desiring a permit for the use and operation of such equipment shall file an application with the village president, or his or her designee, setting forth the name and address of the applicant, the name of the owner of the equipment, the date upon which it is intended to be used or such other information as may be prescribed. Such application shall be filed not less than five (5) days prior to the date when such equipment is proposed to be used. The village president, or his or her designee, shall approve or deny such permit application prior to the date when such equipment is proposed to be used. (Ord. 92-468, 12-8-1992)
         c.   Such equipment shall not be operated after the hour of ten o'clock (10:00) P.M. or before the hour of nine o'clock (9:00) A.M. except on Friday and Saturday evenings the prohibition shall begin at eleven thirty o'clock (11:30) P.M. (Ord. 2011-918, 7-12-2011)
