8-1-11: ROADWAY DRAINAGE FACILITIES:
   A.   Cross Slopes: All ditches constructed or repaired after August 1, 1990 shall be constructed and maintained in accordance with the provision of subsection 6-3-3D1 of this Code. Ditch surface treatment for ditches installed or repaired after August 1, 1990 shall be seeded or sodded in accordance with the Illinois Department of Transportation Standard Specifications for Road and Bridge Construction (STSRB) and any treatment other than turf for such ditches must be approved by the Village Engineer in accordance with the provisions of Section 8-2-1 of this Code.
   B.   Hydraulic Capacities of Ditches, Culverts and Storm Sewers: All ditches and appurtenances constructed or repaired after August 1, 1990 shall be designed, constructed and maintained in accordance with the provisions of subsection 6-3-3D4 of this Code.
   C.   Alteration of Ditches and Appurtenances: It shall be unlawful for any person to fill, excavate or otherwise alter drainage ditches and appurtenances without first having obtained a permit in accordance with Chapter 2 of this Title. No posts, rocks or obstructions of any kind may exist or shall be permitted or maintained in ditch areas unless approved by the Village Engineer.
   D.   Construction and Material Specifications of Driveway Culverts: Driveway culverts constructed or repaired after August 1, 1990 shall conform to the following minimum standards:
      1.   Minimum twelve inch (12") internal diameter, and manufactured of fourteen (14) ga. galvanized steel complying with IDOT STSRB, or of such other material of equivalent strength and durability as approved by the Village Engineer. Culverts shall be sized to comply with subsection 6-3-3D4.
      2.   Culverts shall extend a minimum of five feet (5') beyond and on either side of the paved portion of the driveway. The cross- slope over the culvert shall be no greater than a ratio of three to one (3:1) unless an approved headwall is used. The maximum culvert length shall be forty feet (40').
      3.   Culverts shall be bedded in a minimum of four inches (4") pea gravel after removal of all top soil, silt and organic material and replaced with nonfrost-susceptible materials. The invert elevations and pipe slope shall be approved in advance by the Village Engineer. Culverts shall be covered with a minimum thickness of paving materials as specified in subsection 8-10-3B.
      4.   End Treatment: Unless an approved headwall is used, flared end sections shall be installed at each end of the culvert. The end- section material shall be of the same material as the culvert. Headwalls, if used, shall be of a design approved by the Village Engineer and shall be constructed of Portland cement concrete, or of such other material of equivalent strength and durability, acceptable to the Village Engineer.
      5.   Curbing in Right of Way: Curbing shall not be permitted in the right of way unless deemed appropriate by the Village Engineer, or unless the subdivision complies with the provisions of Section 6-3-10 of this Code.
   E.   Private Underground Facilities: It shall be unlawful to construct or to maintain any private underground facilities for storm water, sump pump drainage, potable water supply, waste water, irrigation or any private electrical facilities within any part of any public right of way of the Village and any such facilities shall be removed prior to December 1, 1990.
