In the interpretation and application of this Title, the provisions hereof shall be held to be minimum requirements and shall be liberally construed in favor of the Village of Inverness and shall not be deemed a limitation or repeal of any other powers granted by State Statutes or by other provisions of this Code or by other ordinances of this Village.
