7-4-5: WET BOTTOM BASINS:
For basins designed with permanent pools:
   A.   If fish are to be used to help keep the basin clean, at least one-fourth (1/4) of the area of the permanent pool must have a minimum depth of ten feet (10').
   B.   All ponds shall be designed and constructed to incorporate a safety ledge along the shoreline. The configuration and specifications shall be approved by the Enforcement Officer.
   C.   Designs of detention facilities will incorporate additional safety features, particularly at outlets, on steep slopes, and at any attractive nuisances to include, as necessary, steps, grilles, signs and other protective or warning devices so as to restrict access during critical periods and to afford some measure of safety to both authorized and unauthorized persons.
   D.   Designs of detention facilities will incorporate features which facilitate their inspection and maintenance. The growth of noxious weeds, the creation of conditions which support the growth of mosquitoes and other insects and the decrease in available storage by accumulated sediments will all be controlled. The cleanup of accumulated debris, flotsam and other materials after runoff events have subsided will be assured. Assignment of responsibility for maintaining facilities serving more than one lot or holding will be documented by appropriate covenants to property deeds unless responsibility is formally assigned to a public body.
