It shall be unlawful for any person to own and/or operate a business engaged in the renting and/or leasing and/or giving or granting of permission to use or operate motorcycles and/or motor driven cycles regulated by the provisions of this subchapter in the city without first having obtained a license therefor as required by the provisions of this subchapter.
