Each person driving a taxicab or motor vehicle for hire shall be licensed as a public driver. No person shall permit any employee to operate a public taxicab or motor vehicle for hire within the city without first obtaining a license as a public driver from the Chief of Police. No person shall permit any unlicensed public driver or any public driver whose license has been suspended or revoked to operate any taxicab in the city.
