The structural/safety division of the fire department shall have general supervision and control of all sidewalks and driveways and the building, maintenance, repair and construction thereof, including inspection, and it shall be the duty of the structural/safety division of the fire department and it is hereby authorized to see that the provisions hereof are enforced. It may act by itself or any duly authorized subordinate in any of the matters hereinafter provided to be done by it, and shall whenever authorized by the Council employ such assistance as may be necessary to enforce the provisions hereof. It may designate any competent person as sidewalk inspector for the purpose of this subchapter or for enforcement of its provisions.
