The Director of the Department of public Services, after approving a permit for such work, shall immediately notify in writing the Police and Fire Chiefs of the issuance of said permit and shall inform them of the name and address of the contractor and the date work is to be started and finished and all other pertinent information. The contractor or party taking out a permit must notify the Police and Fire Departments if the time he is to begin such work at least one hour before actual work is to begin.
