It shall be the duty of every person who sells or transfers ownership of any bicycle registered as herein provided to report such sale or transfer to the designated department together with the name and address of the person to whom the bicycle was sold or transferred, and such report shall be made within seven days from the date of the sale or transfer. It shall also be the duty of the purchaser or transferee of the bicycle, providing the bicycle is to be used within the city, to register his ownership thereof as herein provided, within seven days after such sale or transfer.
