Applicants for registration shall apply to the designated department for issuance of registration card and license for their respective bicycles. The registration card and license shall be furnished by the city and shall have numbers stamped thereon in numerical order beginning with number one, and shall show the year in which same was issued. Licenses will be issued for the life of the bike or term of ownership of the bike. The registration cards shall be executed in duplicate, one copy to be given to the registrant and one copy to be retained by the designated department as a part of its records. The registration cards shall state the date of issuance, the name and address of the registrant, the date of purchase of the bicycle, the name and address of the person from whom purchased, and the name and serial number of the bicycle, if any. It shall be the duty of the owner to attach the license to the bicycle in accordance with directions of the designated department, and the license shall remain permanently attached to the bicycle.
