§ 51.16  CONTRACTS FOR IMPROVEMENTS; APPROPRIATION PREREQUISITE.
   No contract for the construction of any improvement shall be let nor shall the construction of any such improvement be begun until money to pay the cost thereof has been provided for in the manner in this subchapter required; nor shall any contract be let otherwise than as provided.
