§ 51.08  INSTALLMENT PAYMENTS; RESTRICTION; DUE DATE; PENALTIES.
   (A)   At the same meeting at which the special assessment roll is confirmed by the City Council, the Council shall, by resolution, determine the number of annual installments into which all assessments levied in such assessment roll, exceeding $15 in amount, shall be levied for collection, not exceeding ten in number, and shall in such resolution authorize and direct the Assessor to divide all such assessment equally into the number of annual installments specified in the resolution.

   (B)   All special assessments not exceeding $15 in amount, and the first installment of all assessments exceeding $15 in amount divided into two or more annual installments by authority of the Council, shall be due and payable on such dates as may be fixed by the City Council.  The subsequent installments shall become due and payable in one or more years consecutively, in the order of their numbering from the due date of the first installment thereof.

   (C)   All special assessments not exceeding $15 in amount, and the first installment of all larger assessments which are divided into two or more annual installments by authority of the Council, shall be due upon confirmation of the roll, and deferred installments shall be due annually thereafter, or in the discretion of the Council may be spread upon and made a part of each annual city tax roll thereafter until all are paid.  The Council may provide that any assessment or any installments may be paid without interest on or before such date after confirmation as shall be fixed by the Council.  Any assessment not divided into installments, and the first installment of any assessment so divided, shall be deemed delinquent if not paid when due or, if the Council provides a later date on or before which payment may be made without interest, if not paid on or before such date.  Deferred installments shall be deemed delinquent on their respective due dates or, if the Council so provides, on the respective anniversaries of the date when the first installment becomes delinquent.  Deferred installments shall bear interest at the rate of .5% for each month or fraction thereof from such date as shall be fixed by the Council until they become delinquent.  Accrued interest on all unpaid installments, computed to the annual delinquent date, shall be payable annually with each deferred installment.  All delinquent assessments and all delinquent installments, with such accrued interest, shall bear interest at the rate of 7/12 of 1% for each month or fraction thereof until paid.  Any assessment or any deferred installments with accrued interest to the date of payment may be paid before delinquent.
