Following the passage of the resolution determining to acquire or construct any special assessment improvement, the City Council shall direct the Assessor to assess in the manner herein provided and against all the parcels of land in the special assessment district, including public land, that portion of the cost to be paid by the special assessment district and by the city on account of public lands therein.
