§ 51.02 DETERMINATIONS TO MAKE IMPROVEMENTS.
   When the final maps, plans and estimates of cost of special assessment improvements shall have been completed and presented to the City Council, the Council shall, if it so elects, pass a resolution adopting them and determining to make the improvement, specifically describing it, and also, if the improvement is a special assessment improvement, determining the special assessment district to be assessed, which district shall be described either by describing the boundaries thereof or by describing each parcel of land therein contained, and also what part of the cost of such improvement, if any, shall be paid by the city and what part by the special assessment district. The resolution shall also state from what money the city’s part of the cost of the improvement shall be paid.
