§ 50.05 DISPOSAL OF REFUSE.
   (A)   It shall be unlawful for any person to dump any refuse anywhere in the city except at the sanitary landfills operated by the city, and then only by special permission of the Superintendent of Sanitation.
   (B)   Regulations relative to the disposal at city facilities shall be issued by the Superintendent of Sanitation, subject to the approval of the City Council.
   (C)   Licensed collectors authorized to make refuse collections in the city shall be charged a fee for disposal based on weight and character of material.
   (D)   It shall be unlawful for any person to dump or bring any refuse on public or private property unless written permission has been obtained from the property owner or owners and such disposal has been authorized by the Superintendent of Sanitation. The provisions of this division (D) do not apply to dumping on private property with the owner’s permission of sand, dirt, broken brick, blocks, broken pavement, or other suitable material for use as fill material to raise the elevation of the land.
