The Director of Public Works or other authorized enforcement agency shall be permitted to enter upon all properties for the purposes of inspection, observation, measurement, sampling and testing of suspected non-stormwater discharges in accordance with the provisions of this chapter with permission of the property owner or operator. Refusal of reasonable access to the Director of Public Works and/or representatives of the authorized enforcement agency to any part of the premises is a violation of this chapter and may result in a request for a warrant for inspection from the court.
